No, Light (Kizarus fruit) is faster than Electricity and works pretty much like the lightning fruit except better ini every way. Enels attacks only work on elements that circuit electricity, meaning Luffy is Immune and probably a dozen of logia users too.

There isn't necessarily a Yonku level in the same way there isn't a Schichibukai level. Characters like Moria and Buggy are relatively weak Schichibukai while characters like Mihawk and Kuma are downright crazy strong. Even if Mihawk is the best swordsman in the world, there's no telling how his ability will match up to Whitebeard. They both are very experienced and have been in countless battles. Both have substantial Haki and can both cause fancy explosions. But maybe Whitebeard has too good of a defense for Mihawk to hit him or maybe Mihawk is just so fast that he can dance circles around Whitebeard. With our current understanding of things, we just don't know who would win. Dont forget Doflamingo and Jimbei, they are crazy strong aswell. But in a fight against Blackbeard i would probably pick Jimbei and Mihawk since they are non-DF users. Blackbeards fruit isnt more effective against DF users, wether your a fruit user or not hell still try to pull you in, grab hld and smack you around fruit users would fare better against him (as lkong as they can do long range combat though the Quake fruit handles that weakness) Vortex has the potential to Disable DF fruit powers, and DF fruit users arent used to fighting without their abilities. of course its more effective against DF users. I would not use it against Mihawk though since you really dont want to be in melee range of that guy.

Exactly, just see his fight vs Ace. Ace was able to use his powers just had to not get into direct contact with BB.

A powerful crew but also a powerful relations. Look at Luffy with allies left and right. That's what Mihawk himself said was the most dangerous ability, that's why Whitebeard was so powerful. He had a kick-ass crew and kick-ass allies.

Whitebeard was the Strongest man in the World by a large margin. He Fodderized everyone he came across in that war. Yes he has a large crew with some very notable low admiral level (Marco imo is Admiral/Yonkou level) people in but his strength alone was the reason he was given that title. Mihawk undoubtly is very strong but he has had no relevance to any arcs yet so we haven't had anything of his to look at.

Oda: Ok, I'll explain a little about the Whitebeard Pirates. First, captain Whitebeard and the 16 commanders. All 16 commanders, despite numbers and ages have the same rank. All the same. Whitebeard Pirates are just split in 16 groups and the division number does not indicate strength. The 43 ally pirate ships are not any part of the Whitebeard Pirates and are usually all just scattered everywhere living their own little lives. Yet they are loyal to Whitebeard, and help him in desperate times. They are like that. In Ace's case, the Spade Pirates were destroyed, and all the members joined the Whitebeard Pirates, so he was able to become a commander.
Well thats interesting. I thought Marco was 1st commander because he was strongest after WB.  At least we can understand that Burgess isnt the second strongest in blackbeards crew.

The fact that Enel can merge with anything that conducts electricity is a pretty big thing. This basicly means that if he is fighting on a ship, you have to destroy the ship in order to kill him. The thing about this DF is that it has other benefits than the element alone.
