Most likely, the Marine issued an ultimatum for Luffy's head. Something so ridiculous that Luffy's head is now the premium target of every single bounty hunter and marine in the world. | ||

Will it somehow be Marines+Luffy's crew+whatever else vs WG? I have a feeling Shanks will die to save Luffy (far into the future, just like Ace did). This thing has long ways to go. | ||
