Brook also got his bounty pre Gol D Roger ("Roger ? Hm, I remember a rookie named like that back then" or smthg along this line). Yet his bounty seemed pretty on point back then as well as it was when they met on thriller bark. So I dunno, even tho I too think it would be a good explanation.
And, as well, as mentioned above, Giants are only tankier and stronger than humans. But you know guys, it's OP. So as a human, you can train and train and train to get stronger so that a human would be stronger than a giant. Moreover, the bigger you are, the better target you are for all kind of stuff, so, idk...

Plus, i'll answer as if what you wrote below was an actual argument and not whisful thinking.
From all the giants we've encountered, all seems to know and think that Dorry and Broggy are top tier giants. I'll conceid the point that iirc, they are all from their crew except hajrudin, so their view can be (probably are) distorted. But even hajrudin knows them and he wants to copy them and do the same thing they did (again, iirc).
Plus, the only giants non-giant people seems to know are Dorry and Broggy. Again, I'd like to add that its probably normal cause elbaf seems to be pretty far into grand line so that not a lot of people seems to know about it. Therefore, they only know of the ones that are travelling the seas rather than those who stayed home. But, still, with WG, news are travelling and people are trading and sailing, so you reasonably can think that There is a certain knowledge about the giant people of elbaf. And they still seems to know about Dorry and Broggy more than any other giant.
So, of all the giants, Oda basically says that they are quite powerful and renowed. Doesnt mean that they are the most powerful and renowed, but, still, the only information that we've got in OP points toward the fact that they are (were) top giants from a fighting pov, and that they were pretty unique.

One Piece is right now in a DBZ bounty inflation. Bounties are wierdly inconsistent, but you can enjoy OP without worrying over it.
