well you were intentionally unhelpful in assisting me from finding it, that scene happens long after he was put under the genjutsu it would be much more accurate to say "he used it to kill Itachis doppelganger" not "he used it while under a genjutsu"
it took 2 clones constant attention to make one small Odama Rasengan, in Sage mode he managed to create a much larger Odama Rasengan and only needed one clone just like making a normal Rasengan (in fact he used 2 clones to make 2 Odama Rasengans and each one (after it was formed) could handled maintaining it on there own, without Sage mode he would have needed a total of 4 clones
so yes the Odama Rasengan is a sage technique but you can sort of copy it to a smaller degree by making a rasengan and pumping enough Chakra into it (not that its very stable)

It's made with normal chakra, it's not a sage technique, I just showed you that the technique was made before he became a Sage, the technique is optimized through becoming a Sage, also because he is stronger then when he first used the technique to when he became a sage. If you learn a bit about Japanese you'll see that "oodama" and "chou oodama" mean "big ball" and "hella big ball" respectively
So there's no difference except size due to amount of chakra put into it.

chou just means super or hella, oo means great/big, dama means ball
so it's just super great/big ball or hella great/big ball rasengan as oppposed to just great/big ball rasengan
