And sasuke is from konoha so it should be up to the hokage to forgive him or not, if he is protected by the hokage the raikage wouldnt do anything or another war might break out.

This movie timeline has me confused as balls I don't understand how any of the akatsuki are alive and then does that mean that Jiraiya//Asuma aren't dead too?
