7b) Since Izuna lost his eyes before death, he can just swap eyes in and out (assumption)

8) Bijuu are captured by the akatsuki lead by tobi and nagato, slowly eliminating those that might have the power to interrupt the overall plan from Madara/izuna

9) Sasuke falls into grasp of tobi, which brings the last of the living sharingan-ers into the control of tobi/madara

10) Tobi begins to develop Sasuke's sharingan

10a) Sasuke has EMS, and is only the second person to have it. During the 5 kage summit, tobi remarks that he likes to keep a stock of good eyes or something along those lines

10b) Sasuke's EMS appears to be more direct-combat style as opposed to the teleportation of tobi's standard sharingan, which could make up for some weakness while fighting (against danzo's bodyguards, he continued his previous standard of abusing his 'i dont exist here' tricks, and sasuke's powers could help him switch it up).

11) Kabuto reveals his edo tensei+Madara ability to tobi, which is definitely not in plan

11a) Rinnegan user (nagato) was supposed to be used for resurrection, and possibly sacrifice tobi since he can just revive again (i think)

12) Madara gets revived under Kabuto, and I personally suspect that Kabuto knows of madara/izuna's plans, due to his little blurb in 580 warning itachi/sasuke not to kill him

i dont think this happened, if it did then Itachi would be trying to trick Sasuke into thinking it was Tobi who made him leave the Village and become a Martyr

Izuna being tobi has been going around alot recently and it sounds plausible, good writeup.
One thing that bothersme is that it was stated that before Oro and Kabut only tobirama aka the 2nd hokage was able to use edo tensei ( don't know if they said he created it) and unless kishi pulls another ass pull with Madara being able to use Edo Tensei, as well I don't see (your) theory to be completely right.

its really hard to tell the timelines, but since the old ass kage from stone knew Madara its possible that Madara was alive during the 2nd kages reign (well actually really likely) so its possible he managed to steal the jutsu at some point during that

if Tobi was Izuma i dont see why he would still hide who he is though

Ah, my mistake on the edo tensei-I thought i read somewhere that they got revived in the state they were at when they died (minus fatal injury).

Kakashi's sharingan is, in my eyes, of relatively little importance if Tobi is indeed collecting eyes (sidethought: perhaps he was planning on putting the sharingans that he has collected into the zetsu clones?). Yes, kakashi has the mangekyo-however, his ability to use it is fairly limited and the one technique that he can use atm (kamui) is remarkably similar to tobi's space-time jutsu. Kakashi also is unable to obtain the EMS, so if need be madara or sasuke could use their EMS powers and force kakashi to waste his and lose sight in the eye altogether.

And finally Izuna/tobi would hide his identity from the majority of the ninja world to keep suspicions down. Using akatsuki for part of his goal (obtaining tailed beasts), itachi for another (remove/lower the number of sharingan users), and keeping the Rinnegan hidden from all but the sannin and later keeping Pain in the shadows for most of the time that he lead akatsuki meant that his goals would be much harder to blend together-and even if someone did link the events, they'd probably be yelled at for nonsense since both madara and izuna died and it was believed that second hokage was the only one with edo tensei.
