The point is that the colors truly is blue when it is isolated, but they chose that color because it looked purple with the surrounding colors. They wanted a purple and they understand how the eye works, we don't see its true color so they can't use a true purple. Lets say that the color we see in her mane is our perception of it, so then there is the true color and our perception of the color. As we can see by this example the true color does look different from the perceived color.

So if they used the true color that looked like the perceived color (aka what the blue looks like when surrounded by color) then when you surround THAT by purple it will also change the perceived color. To be clearer, the true color I am now talking about is a new color, its color when surrounded by white is the same as what this blue looks like when surrounded by purple. So when we take this new color and change its surroundings to be purple instead of white it will be altered.

So Faust probably wanted her main to be purple, but because everything around it is a shade of pink or purple, the color she wanted could not be created int he human eye with a true form of purple. So she used our visual deception in a constructive way and used a blue to give her the purple she wanted.

Unfortunately this is where the cliff sheers off to the depths, because if we go any further we get to a harder question.

What is this color, really? Is it the true color when surrounded by white, or is it the purple color we see when it is surrounded by purple? Or any of the other ways to manipulate our perceptions. And is color a thing that changes based on our perspective or does it have objective properties? Is Faust's (for the sake of argument assume my above theory is right) decision to design a character based on what we actually see as opposed to its 'truer' isolated version the key point in deciding what the color is? All of those questions need to be answered thoroughly before you can say her mane is purple or blue and I don't feel like trying that hard right now. All I wanted to do was set up an interesting structure and possibly explain some of the color choices.

It's technically Royal Blue, which is very dark blue with a slight tinge of Red.
