Neither is he particularly good in aggressive dual/tri. That means you have to put him safelane and unless you want to play your roamer as a 5 (which is awkward for almost all popular roamers atm), you have to play him as a 5. That's far more uncomfortable for a Lion than for a SS because Lion's much more dependant on his blink than SS is. One of the biggest perks of Lion was that with tranquils, he never had to go back to base. This is still an asset, but relatively less valuable since shrines were introduced. Lion's popularity comes from a time when the offlane was still slightly harder and you couldn't necessarily depend on your 3 to be reliable initiation after the laning stage. This is no longer the case. There are a lot of popular heroes right now (bat, shaker, sk, etc.) that are simply better at initiating (and in some cases counterinitiating) than he is.
