golden-era refers to when they could do un-limited sampling of other sources of sound for their music. supreme court banned it. Public Enemy's early albums couldn't possibly be made today because of the sheer amount of sampling they used. (Fear of a Black Planet has a single with its ENTIRE lyrics censored because the producers were afraid of the political controversy. Not related, still neat - compare the official music video for welcome to the terrordome and the actual song and you'll see it).
I would need to go find the exact sources on it but it's basically why later public enemy albums got a lot weaker, and they were specifically targeted for reusing someone's beat.
