If you fissure the at T1 tower the creeps go to Neutrals. So if someone else is there he can pull. There are also rules where you can't fissure at your T3 unless it hits an enemy unit(Can't block it off). Anyway there are tricks other heroes can do to manipulate creeps and other mechanics. I'm just wondering if a tournament should take a step to alter gameplay or leave it for valve to do.

Personally, I don't really see the problem. If they can fissure Dire bot lane to pull those creeps to ancients, what is the issue with blocking off a lane for a while?
More specifically, I'd say either allow all fissure blocks or say something like "Deliberately using fissure to seriously alter lane creep pathing with no other goal is against the rules".
I mean, cogs/sprout/tusk ice wall can all probably achieve almost the same thing if done correctly, so I don't think you should bother.

Well, for reference, there have been games where Fnatic have used ES to block creepwaves at T1 dire to pull to ancient camps, and they were allowed in that tournament. I think the ES rules have kind of fallen off lately.

Oh I know that. I've seen games where all I've mentioned have been used. I too think these type of rules are archaic but I was just interesting if I was pushing something people didn't want to be pushed. My opinion is if a spell can fundamentally change the game in a negative way, icefrog will either change it or condone it. So see no reason for these arbitrary rules. In dota 1 it was more about the creep AI breaking than gameplay I believe.

Were there ever rules against having too many CC items?

Yup there was. I believe there were rules saying that You can only have 1 mek / 1 sheepstick per team back then.

Bear in mind that some of these rules in DotA 1 were because the creep AI would bug out and the creeps would stop moving if you blocked them entirely (e.g. allied creeps caught in Sprout or Cogs stop entirely)--as far as I'm aware, these are fixed in DotA 2.
EDIT: looks like you said that in your following post too, lol

There were restrictions on Euls and Hex back when Hex built out of Euls. Also could only have 3 necros(Or 2 can't remember).

Euls, Sheepstick and necrobook were the three items I recall to have restrictions. Mek never had any restrictions.

that is something that completely destroys the wave, if u stack ancients it becomes even worse
It is conterable by a ward tho

Somebody should combine veno wards and sprout/cogs to wall a lane. Just to show off next level strats.

an imba strat that is countered by a 75 gold item dam pretty imba
