To make it simple: Prevents unlucky and lucky streaks.
For example, to reach an average of 25% you'd actually have 8.5% on your first attempt, then 17% and then 25.5% and then it would keep increasing by 8.5% till it actually triggers and then resets averaging at around 25% proc-rate or so.
I'm not 100% on the numbers, but should give you an understanding.
It's also a buff to void as you're more sure to not stack bashes ontop of eachother and just have them happen after one ended. Theoretically anyway.

Yea, too bad skill magi isn't affected by this.
Not that it matters, no reason to increase the skill-limit on an already super hard to first cast 4x multicast hero. Would require too much skill, it'd be like playing invoker with meepo's ulti.

I loved how whenever Wolf and Doa said something they knew from LoL, they would say "in other MOBAs". And then they said the map was symmetrical, but the jungle creeps on each side were different.
It was very funny to watch that.

Armlet has a 2 second cooldown when you turn it on. So every 2 seconds you can turn it off/on real quickly and thus get "470" hp.
