Oh wow, Phantom Assassin just got a new friend as my favorites... The voice actor of Phantom Lancer is totally amazing. I've heard him before and thought he was amazing then as well but can't remember where... "Nothing can stop our march" So nice ^-^

You can save the points and put 4 into it at once if you like. Either way if you just build stats until like lvl 10 and want doppelwalk maxed by teamfights as well that's just not going to go nicely. You'll turn it from "dont have doppelwalk maxed by lvl 9 teamfights" into "dont have doppelwalk maxed by lvl 23 teamfights" or something like that.
Also I like skilling the first point of ult around 6 or so against mage lanes. Also I think that ult should take priority over lvl 3 + 4 jux. Not sure if you should keep jux at 1 or 2, though.
By the way, at what point am I supposed to sell my Tranquils for Travels?

Less than Dota 1. I think it used to be 8 and now it is 4. It's a much worse counter to TA because of that. (That's in the case of an Ava + Toss combo, when it used to double the number of ticks and in Dota 2 looks like it doubles the damage.)
