What's that black residue that gets on your fingers when adjusting the rubber valve things?

And what're the floaters in the bottom of the tank when it's drained?

If you mean the styrofoam floaters, they make sure the water intake valve closes when the water level in the tank reaches a sufficient level, so as not to overflow the tank.

I'm guessing the black stuff are debris from the pipes that get collected there. And I'm not sure what you mean by "floaters" but it's probably what causes the toilet to stop flushing once enough water is released (that is, when the toilet releases the water the floaters go down, closing the valve)

I'm guessing, so I dunno. I just remember looking inside a toilet when I was like seven.

The floaters tell it when to stop filling with water. The residue is most likely eroded rubber mixed with poo.

I am pretty sure it isn't poop, since i assume he is referring to the toilets water reservoir in the back. My guess would be Lime and Minerals in your water supply that slowly accrue over time.
