We don't know exactly what the issue is. It could be a partial lock, it could be some bugged players, it could be something not updating properly, it could be a side effect from the last fix.
Seems proof enough for me if he has contact like he says he does.

Has it been applied to all servers??? I'm on SEA server and I've seen no promotion. My last game was against a top 150 GM, which I lost to bust still he was only slightly favoured. This shouldn't be happening if I'm meant to still be in diamond. My WR for the past 20 games vs high diamonds (probably people facing the promotion bug too) /masters is at least 70%.

Sorry I don't understand parts of your response, but by proof I meant something like what Excal was able to offer us or 15 or so pages of people reporting similiar stories (that was my proof for them being bugged). Not just one sentence stating that they're fixed.
Edit: Also, does the link to your profile indicate that you were promoted to diamond? I'm not sure what that was meant to accomplish.

No, it looks like it's probably fixed. Yesterday when I looked at the Gold rankings in SC2Ranks, there were a couple of players above 2000 and a good handful about 1600. Now, the only people who are above 1600 are those who haven't played a game since 6/16. The ones that have were promoted. Seems like it's fixed to me.
SDream understands the system and knows about what happens on the LA server too, and he keeps a lot closer tabs on LA than I do. If he's noticing promotions where none existed in the past week, that's more evidence to support that it's fixed.

Played my last game 2h ago (on NA), still not promoted from platinum league. Haven't faced a platinum player in about 40 games. Playing against some diamonds but mostly masters. "Teams even" before the game and I'm keeping myself well above a 50% win-rate.
45/27 overall if that matters. Could be me not understanding the system, but it seems weird. I'm Masters on EU, so my skill-level shouldn't be the problem

I think its still bugged, least on EU.. I played another 5 games this morning; im in platinum (new account under 30 games, 90% rec) and all 5 games were vs 950-1400 masters.. won 4 of them and still no promotion. probably 10 games or so now vs 800+ masters with being stuck in platinum

same here, still no plat after keeping beating them high plat players as rank 1 gold and I think this has been going on for the past 35+ games

Im 1850 platinum have played Masters steady for 30+ games.
Had a 13-2 winning streak against Masters yesterday.
Got a few minutes to log on today after hearing it was fixed and cheesed 4 games in a row, 4 because the first 3 games it failed. (in hindsight i should have just played 1 legit game and won).
No promotion, so I played one more, won again, (all games against 1100+ masters btw, and still no promotion. Still bugged for me.

71 games
67% win rate, 48-23 against 1000-1700 Masters (Average ~1300 masters) with an average of 14 games a day.
Right now im 1444 diamond, wont promote me = (

currently like #3 EU and #10 world 2v2 platinum team. and although that is pretty cool id rather just get put into master/diamond going on how were are consistently going against master teams and generally winning.
Played a 2v2 just now beat a masters still no promo, (EU) so i imagine its still bugged.

Guys, keep in mind that the bonus pool is already at 1050. Anyone with 1100 points isn't "high" anything, it's just an active player and most likely low masters/diamond/whatever.

I think this thread should be closed now, even if the leagues aren't 100% "ok", it's something we can't prove. You shouldn't ask for proof of it being hotfixed, but you should ask for proof of it being bugged.

I got promoted to masters 3v3 yesterday, so I think it should be fixed.

I've read the ladder system guide so many times and it would seem to me that being slightly favored against mid-high level masters players for over 50 games would say your MMR is in the confidence level of getting promoted to masters. There are people that got promoted to masters and have a horribly negative score against high diamond players, but they still got promoted.
The fact that I'm able to compete at a high masters level and am somehow not balancing out in at least a low masters confidence level makes no sense. I might understand it if GM was actually a regular league above masters, but it isn't. It's not like my MMR can cross over into GM level and when I do get promoted to Masters, get promoted to GM shortly after, there is nothing after Masters until my MMR just so happens to be high enough the day someone gets kicked out of top 200 for high bonus pool.

Yesterday I was playing against Plats/Diamonds and won with a rate of like 85-90% today, Im playing against Plat/Diamonds losing... 10% winning rate... after 7 losses, and 1 win. Got promoted to Platinum.. something is going on!

some more wierd ladder matchups. in 2v2 my team is rank 3 bronze. Last night we were matched up against a masters/silver team, they were slighlty favored. I'm not sure if we should be promoted or what but it seems strange we can be even or slightly favored against silver and gold teams. I just wish they had an easier system of promotion and weren't spending so much time and resources on a hidden magical ladder formula.
