EPTBlizzard has a crapton of servers, and naturally they have a crapton of issues maintaining the servers. I don't think it's right to blame them for doing maintenance. Deal with it, yo. Also, I'm pretty sure once SC2 is actually up and running the servers will be a bit more reliable. They have no real obligation to provide use a game yet, we didn't pay for shit.
