Based on the way he's looked in his TvZ matches, what else?
It's impossible to tell whether Fantasy would've advanced or not, SC is rarely so predictable like tennis, just take Bisu for example. But, Fantasy has looked better in his TvZs than Flash has.
Sometimes it's not about one player doing better, it's about the other one doing worse.

Anyways, I would take Flash over Leta, and I still think Flash is better than Fantasy minus TvP. But I would choose Fantasy to take an OSL first just because he doesn't do stupid shit ala Flash.. lol. Fantasy's preparation makes him the better terran right now.

Flash's TvP is very good, second best behind Fantasy, his wins against Bisu and Stork prove that. It's Flash's TvZ is whats medicore. I wonder who has the best TvZ?

Hmm I see your point, but I'm not entirely with you. There are some "safe" bets in SC, and I cant quite understand your point about Bisu. Here's something that perfectly illustrates the current status of the protoss race and KTY's place in it...

Fantasy barely plays TvZ, and even from what hes shown this season there is no indiciation that his TvZ being better, yes he had a nice victory over JD, but then loses to like Hogil. In this case its not about one player doing worse, its about 1 player not even "doing", you cant declare fantasy's the better TvZer on an argument seemingly based on his absence of play.

Again Flash is the best terran no debate, hes just not in the OSL/MSL at the moment.

As far as Terrans go, i'd say the best are:

TvT = Flash

TvP = Fantasy

TvZ = Leta

Combine the three and you get the best player of all time!! :D

If you look at overall play though i'd seriously say that Flash is still the best. He has a significant amount of PL wins and has just gotten very unlucky with running into a line of the best zergs in the world (with July and Effort still in line).

I'm hoping he can pull it together and win GomTV. He has nothing else to train for :D.

It's very premature to say at what level Fantasy's TvZ is playing these days. He's played a total of 6 games since losing to Jaedong in the finals. His TvZ ELO is below iloveoov. And not that's peak ELO, it's current. TvP Fantasy has been posting better results in his games of late and should surpass Flash in TvP ELO shortly. TvT Flash is still on a 10 game winning streak including a win over Fantasy.

The available evidence suggests that Fantasy > Flash TvP, Flash > Fantasy TvT, with TvZ indeterminate due to lack of games. To blindly say Fantasy > Flash or Flash > Fantasy isn't taking an objective view of their results.

Even more than Flash, Yarnc's style is the perfect counter to Fantasy's. For Fantasy to have advanced from the group would have involved him beating both Effort and Jaedong. It's definitely possible, but it still would've been difficult.
