That's why there's terminology like "C- high". Nobody is saying here that rank equals skill, but I'm saying if you hit C-, that means you hit C-. There's no such thing as saying "Oh well, I only hit C- because I did xyz and therefore I'm not really C-."

Getting C- and losing it consistently is the same as being D+ because you beat D+ players to get there (only 33% on MotW, which means you don't even have to be in the top 50% of D+ players to get C-, hypothetically), and get beaten by C- players. That is why there is lenience to people who are low C- and can't hold it. It's fairly simple -_-
