Personally when I was there with Game's team and waiting for more ppl from Team1, there was a very friendly and positive atmosphere. In other words, if you drive with a blindfold on, you can't blame the guy who is inevitably going to hit you. I fail to believe that with how the teams are laid out that there is the inability to compete relatively well, teams just need leadership.
Suggestion: Every team should have a designated leader, if you request one, one will appear. Generally, the higher level the player, the more responsible leader they'll be. It also helps that they have more of an understanding of the game, and can better lay out practice fundamentals and proper lineups.
Next, every player download Skype and check it twice daily like an e-mail. With that, make a Skype group per team with every player in it. Wallah, mission accomplished.
tl;dr Stop crying if you're on a team having trouble, it's no ones fault except your own. If you don't try, you'll never succeed.
Edit: There are enough rules. As with my comment regarding leadership being more sensible with higher level gamers (tier 1 and 2), they have more experience in well run leagues. They understand basic clan war rules, and can problem solve without too much drama. Simply use common sense and ask team members of higher caliber than yourselves (aimed towards lower tiers - which seem to be the ones acting childish thus far) for things that aren't as clear to you.

Hopefully all teams will act the way described above, this can really turn out to be a great league for all the players if the teams get some decent organisation going.

i will not agree with you. Skill level of playin has nothing to be a good CL. Many best polish CL was noobs in sc:bw but they was verry good clan leaders. Btw this league is quiet good mannered. I was clan leader for many years and nothing can be compared to Netwars Clan Leaque - was really hardcore for many years
for eg. dsaqwe isnt good CL but Skzlime is pretty good. Bith same level of skills in sc;bw
