To answer the question as to why wraiths have *become* a rare sight in TvT: patch 1.08 Turrets were reduced to 75 minerals from 100, dropship speed was greatly increased, and goliaths were slightly improved. TvT used to be almost always a wraith war. It came to the point where many players would go 2 port wraith without cloaking because the time and cost of upgrading would mean one less wraith in whatever upcoming skirmish. A player using a non-wraith build against a wraith user would either get cliffed or contained, and you couldn't work around that with the slow dropship.

Usually people started getting cloaking at around 8-10 wraiths. Sure 10 cloaked is generally better than 11 uncloaked, but what about 5 cloaked vs 6 uncloaked? What about 3 cloaked vs 4 uncloaked? Also, more importantly, what about 1 uncloaked vs 2 uncloaked? Keep in mind in T:T at this time players wouldn't just let their wraiths sit around unprotected. They were either moving or on top of turrets. The late cloak-getter could still have decent chances or even the advantage after the opponent finished researching cloaking, but the fast cloak-getter was unarguably weaker up until that point. By the time the fast cloak-getter was unarguably stronger, the game was usually either decided or otherwise changed enough that it didn't matter. Its all history though, so who cares :[.
