Unlike previous seasons, semi-progamers and amateurs are allowed to participate for teams (so basically team practice partners).
Think that's all the important stuff.... I'll let someone add more information if its needed.

IIRC Tossgirl won many, many titles when the women's league was still around, give her some cred. And she os that THAT bad of a player, sure she is not A-Team material but she did win some games from time to time.

edit: I guess it's the same with some of the other teams with PL regulars in DL. Stars on the other hand has a deep enough line-up for PL that they can have Crazy-hydra and Flying play in DL--and SKT has no one anyone's ever heard of.

I think the goal is to give rookies a chance to play under pressure and for the teams to see how they perform under said pressure, small though it may be. Sending Flash and Jaedong would kinda defeat that purpose and I doubt the prize money is that big

Umm, any player is 'fit' for DL. KT is fielding players that could use more experience/practice, and are not all going to fit on weekly rosters for SPL. Just because KT used R1 to field their B-team and try to groom them doesn't mean they don't need additional practice, there's nothing wrong with that. Same goes for Reality/Turn/Sharp (KHAN). And if you want to talk depth, KT and STX both sent 11 different players during R1, more than any other team did. The reason SKT has barely any players is because they got rid of most of their B-team last summer.

KHAN should send Jangbi down to Dream League...since a bunch of other teams are sending vets down too. If confidence really is the core of Jangbi's problem then beating down some B-teamers should help him recover. But then again Jangbi seemed confident in an interview after one of his recent wins and that didn't help his next game any...

Granted, it's somewhat unfair that KHAN lined up a solid A-Class player to play in an amateur league to begin with. It's like KT fielding Violet or Stats or T1 fielding Hyuk or Paralyze or Sun. Good to see sHy dominating though; hopefully sHy can prove to be a productive member for OZ in the future.

My guess is that there's just some limit set at the beginning of the year, "Anybody who played less than x games last year is eligible." All the KHAN players listed are rookies or 2nd year players, and I imagine if you can have them on both rosters it's a plus for the team at the beginning of the year given that you don't know how they'll do.

He beat Sun in his first game and lost to Bisu in his second game. He also beat Hyuk and Movie to make it to the MSL Ro32. Definitely a very promising player. I hope he turns out to be the next Snow.

This is great for these 3 and by the looks of the results they have been doing great in it. They fill a role somewhere between rookie and polished first team players right now. OZ might have a hope for a bright Protoss future. I foresee this future where OZ are dominated by their ace 2 times star league winner Killer backed up by his 3 strong Protoss buddies coming of age and good old team captain Jaedong still holding roughly 50% win rate in his old age since his return from the air force.
