There has been a lot of criticisms/support or simply creative imaginations about KeSPA, so I went and actually did some Google search.

What is KeSPA?

KeSPA is established in 2000 under the authority of Ministry of Culture, Sports and Tourism.
It aims to protect professional gamers and pro-game teams, and to make e-sports as a sound new leisure activity, representing Korea's next generation.
KeSPA is made up of 11 executive committee member-enterprises including SK Telecom.
SK Telecom has been served as the Chief Executive since 2008.
Under the leadership of Mr Seo Jin-woo, the head of SK Telecom GMS as well as the Chief Executive of KeSPA, executive committee members and the secretariat play a vital role in the promotion of e-Sports at home and abroad.


Purpose of KeSPA?

Clause 3 (Purpose of Establishment) This association lays its purpose on activation of e-Sports,
creation of a wholesome gaming culture through it, and promoting the rights of its members.
1. Supporting e-Sports (Various pro/amateur competitions), Selection/Dispatch of national teams to international competitions.
2. Furnishing/Operation of infrastructure to activate e-Sports, such as e-Sports stadiums and game museums.
3. Operation of pro-gamer registration system.
4. Formulation of standards for Official game competitions and screening systems.
5. Teenage game culture promotion business, such as Teen & Family participation programs and Game Character Festivals.
6. Hosting of national e-Sports matches.
7. Game-related international interaction business.
8. Hosting of seminars, symposiums and expositions to support development of outstanding games.
9. Protection of pro-gamers' rights, training sessions.
10. Business related to game broadcasting contents.
11. Others, necessary for the purpose of the association.

Currently, KeSPA have about 23 games which they support, including SC:BW and Warcraft III. SC:BW is the most popular game with ~380 registered pro gamers. Other popular titles include Special Force and Sudden Attack with 320 and 180 pro gamers respectively.

I thought the main purpose of the Progamer License was to exempt progamers from having to pay a massive tax on their tournament winnings?

Hmm, GSL players won't have a progamer license. Then they have to pay a massive tax for their winnings?

Korean law recently changed, in 2009. The law reads that players have to pay 22% of 20% of their winnings (4.4% of total winnings), whereas licensed progamers used to the the only ones that had a low tax, at 3%-ish. (I read this on TL this afternoon, it seemed rather reliable )

4.4% is not a whole lot.

i think the part where pro gamers benefit the most out of KeSPA is their organization of the matches. in all honesty, if it wasnt for KeSPA's televised matches, i would never have heard about boxer or TL.net

As far as I understand it used to be something like 40-50% tax for those without a progaming license, but it was lowered by the new law to the new 4.4% amount.

wait... since kespa issue the license and SC2 is not recognized by kespa, does that mean whoever wins the GSL have to pay 40-50% of their winnings to SK gov?

So if Idra or one of the other players that DID get a pro license wins, I wonder if they'll have to pay the 4.4 or the 3%?
