Because the league has weak Terrans in general ^^. At least, I think. The major terrans got knocked out before the semis I think. Princeton's 1 terran didn't come out until last match, and UCI had two terrans in their lineup but they also got knocked out. Duke had two terrans as well I think but they also got knocked out. Just a coincidence, but in general, most teams had more p/z than t in their lineups - I think Tufts was an almost all Terran team, but they got beat out by MIT before playoffs. Aside from that, I can't think of too many big name Terrans in the league in the way that we had Nony, JF, etc. Georgia Tech had the "best zerg" (MasterAsia) and a decent Terran (Assem) but Waterloo knocked em out. UToronto's LegendaryDreams (T) also got knocked out...
So yea, mostly coincidence in terms of which team won. I don't think there are any elaborate explanations as to why Terrans aren't playing this week other than the fact that UCSD/UW advanced all the way to the finals, and they don't have Terrans that are as strong as their other p/z players.

we have a terran but he's pretty weak TvZ so I decided not to put him in.
also, all the schools with good Terran players got eliminated.
