Don't think there's any big hotels in Cologne that could fit all the people! Last year's hotel was really nice! Seems WCG have cut down their budget quite a lot of they prefer people to stay in a hostel rather than a hotel!

Europe is very expensive., 700 people plus maybe about 30-40 referees. Lets say 2 to a room. 370 x 200 euro a night. And they pretty much pay 4th-8th for all with the addition of 3rd and 9th for refs. You're looking at 300-400,000euro. Not to mention, breakfast lunch and dinner they provide, just to begin. I dare say it is a lot more expensive than Seattle or Singapore.

What.. if you're unlucky and have a good hotel its maybe 120 a night.. They won't book 5 star luxus super hotels T_T
