I've told myself for last couple months I'm gonna try to make some fanart of games I've played/play and even went out and bought ~$100 wacom tablet but outside of few random scribbles, I haven't managed to make any kind of progress. Any tips on how to get started? (I have 0 experience in art/photoshop skills(aside from really basic website layout design)

Tachkilius: I'd recommend doing some traditional (paper and pencil) studies of stuff you have lying around (apples, your hands, your computer, etc.) Digital painting is cool and all, but artists with a strong sense of traditional fundamentals are the best ones out there.
