How to Improve the Korean BW scene

So I am pretty much a noob BW player, but from what I could gather from all the BW news on TL, 3 teams iirc Hwaseung, Wemade, and MBC shut down, so Kespa started an eigth team that would be operated by them. The new team will have Jaedong, Baby, and Sea. The players who were formerly on the teams that got disbanded have been drafted to the other teams. However, with the chaos of the last 2 years (including match fixing scandal, sc2, among others) it seems like interest in BW is fading, especially with the foreign scene but also in the Korean scene to an extent. For example it seems like a lot of good players who were on the old teams are now teamless, like Shine and Hiya (in about 20 something teamless players right now), and I'm not too sure of the politics, but it sounds like something with their contracts or something. Also, I'm not entirely sure of the status of the guys who won the last Courage tournament and recently turned pro, if they are still on the teams they got drafted by as rookies or if they are also teamless right now.

So, I figure that to keep the BW scene going and make it sustainable, we need to fix a few issues. I have no problem with BW and SC2 being in Proleague side by side (iirc), but in order to keep the scene going we need to have new blood (in other words, we need to give incentives for BW semi-pros to participate in courage tournaments and encourage younger players to pick up the game). The current atmosphere of the Korean BW scene doesn't exactly seem conducive to acquiring "new blood".

So, I came up with a simple idea:
Take all the players who are teamless right now (the players who were on the disbanded teams and who didn't get drafted + the players who recently turned pro and perhaps don't have teams either) and make them play in a tournament against each other. The point would be something like: the top 60 or 70% of the field at the end of the tournament would have to be drafted by any team who would put them in their A-team roster. The remaining 30 or 40% of the players who ended up at the bottom of the brackets would become the practice partners of any team.

Thought that sounded cool in my head, any feedback/discussion is welcome...
I support esports, and I like both BW and SC2, so let's just keep this civil

I'm not sure what you mean by this:

1) What if teams don't want to draft them, let alone put them on their A-team?
2) Most of the players who are currently teamless suck. What's the point of putting this caliber of player on an A-team?

A lot of the teamless people, unfortunately, need to move on now. There's no reason to create incentives for them and it's infact better for everyone if they move on. People like HiyA and Shine will negotiate with teams no doubt. They are good enough and will be signed up no doubt.

As for new blood, when has it ever been easy? If someone is talented enough, they will be able to get on a team still. Is there any examples of quality players simply unable to get into the scene.. cause i can't think of any. It's a competitive game, very competitive.. you don't create incentives for people to play competitively they do it because they want to in the first place. I don't even understand what your point is, you want to create more financial burden on the remaining sponsors by forcing players to be drafted onto teams.. there's no reason for this.

What would this even improve?

There's no money to keep more players on the teams than there already are. The top BW players make humongous amounts of money, and the lower-end players make next to nothing.

The problem is always money. Even if you don't pay rookies salaries, you need to pay for their lodging and food expenses. But you are right in that it is troubling that most of the young players were not given a second chance at the recent draft. None of the players from the 3 disbanded teams who turned pro in 2011 were taken in by teams. I'm not sure what the solution to this is though.

To be honest.. while it seems a shame, maybe it's better for this youth players to not be involved. We've seen how long it takes the average player to rise up to A-team material, do we know if that's even a viable future for those players?
