My advice is just to tell him to shut the fuck up the next time he interrupts the tutor. And if he keeps hogging all the students who need help just tell him to stop hogging all the students who need help. People like this are usually pushovers in confrontations in my experience. And like another poster mentioned: they're so concerned with getting attention that they hardly take offense to insults/harshness.
Of course I could be completely stereotyping him, but I've met people that match your description down to a T.
To be honest, if he offers to help others and they don't complain, i don't think it's right to interfere :/
