You could also try to make some bubbles appear more blurred and some more sharp to give the image more depth.

Anyway, abstract is a pretty good way to learn photoshop and it's what most do when they start out, I know I did, even if it was ages ago.

Duplicate the layer and apply gaussian blur to the new layer. Repeat over and over for desired glow intensity. Use this process with straight lines to create light rays and reflections and other elements.
