I'm a chess player who's trying to get into Go for recreational purposes in college.
I've already read and understood most of the Go rules, however, there's something I haven't yet been able to understand simply because it's just never elaborated on (from what I can tell).
White to move. Suppose you decide to take the black stone cluster on the right side of the board as follows (though it's not necessary):
What should you do if your opponent, for some reason, decides to play in that dead area again, like this:
I know that if he keeps on playing in there, I will be able to recapture him again. Therefore, it's basically a wasted move. However, how should white respond to something like that? Should he pass or play somewhere else?

Play somewhere else if you have a useful move, pass otherwise. Capture when you need to (e.g he puts one of your stones into atari, or threatens to create a live group). Under Japanese rules his stone is declared dead at the end of the game, so you get one point for the prisoner and still get one point for the territory. So he wasted his move and lost one point too.
Chinese scoring works slightly differently and is apparently simpler but I haven't used it enough to give an explanation.

as long as your structure has two eyes, it's safe. So you just need to ensure that you can make sure that you can construct 2 eyes in your group, and then ignore play within that group.

I think you can pretty much disregard the latest move by black and make other moves

if it's a 9x9 board, i wouldn't even bother playing out to capture the right group, it's strictly better to play F2, because then all your stones are connected and would be very easy to make 2 eyes, whereas black has no way to make two eyes with his group on the right, no matter what. In your scenario with the third diagram, yes ignore it, and still I think F2 is the most valuable move for your, though other valuable moves include F9.

yeah, black shouldn't play there, since he has no hope of capturing your groups. F2 is a big move for both players; black can isolate white's C2 group if he plays there. after that there are a number of moves on the board which are all kind of similar in point value
