So my little brother sent me a message with a code which apparently tells me what my birthday present from him is. I'm pretty good at cracking codes but I'm pretty stumped. If you do solve it and don't wanna give me the answer, at least some hints will be much appreciated.
TL, help me out!
Note: I put periods in between the numbers at the end just to get the spacing right.

The only thing that I've added is the periods at the bottom. I assume that the numbers correspond to letters within the code but I haven't found a pattern at all.

Space 1, go to line 1. Take the first letter. W
Space 2, go to line 2, take the nineteenth letter. H
Etc. etc.

wow, this is why i shouldn't drink heavily and try to do mental activities. I woke up this morning and it was obvious. Last night I kept thinking the numbers corresponded to the instances of each letter's occurance but the paper kept moving so it took me like 30 min just to count and then I gave up and complained here. All I should've done is gone to sleep and sobered up.
Anyway, for those of you who want to know, I'm 27 and he's 25, but I'm in Korea and he's back in the states. Now I really can't wait to visit^^
