It's impolite not to look at a womans cleavage. Even if the woman is a lot older than me or I don't think she's very attractive I'll still check her boobies out and compliment her on her looks/outfit. Women like to be appreciated and how could you not appreciate that fascinating species that gave you life?
When a girl wears something low-cut like that, they subconsciously expect you to look at their breasts, hence there's no need to force yourself to act like you're not a human male. Why pretend like you can't see something that is inherently desirable for your survival as a species?
Also, the face in that video isnt as good as the chest anyway, so why not just look at the chest. Now if that was Petra Nemcova, then maybe, MAYBE i'll manage to lock onto her eyes for a whole minute. After staring at her breasts for an hour.

Pretty much the exact same I just did. Right when I opened the thread and saw the embedded youtube video I just said out-loud "That's a great set of tits."
