Restarting my computer fixes this issue, but obviously, that's annoying. Anyone know why this happens?
Also, this happened with the internet in my college dorm, as well as the internet at my house. So it's not a ISP problem, something on my end :\

As of right now, I have found no pattern/trigger for the internet going down. It seems completely arbitrary.

(in firefox) That happens to me whenever my torrents hog too much bandwidth. Windows isn't very good at distributing bandwidth across applications.

Just to clear up, obvious question, but you had different routers/methods of connecting to the internet in both of these, correct? If so, its probably not your router (or, maybe a port issue...Opening ports? Less likely though)

It could be something very very obscure (driver conflicts, for example [i've had a problem with using a ps3 controller drivers + using my zune on my computer before, though I deem this unlikely), or router related (possible, but my intuition says otherwise). I'll look into it more when I find the time :/. Also, as mainerd said, it could be a max amount of connections allowed. Worth checking into: http://www.google.com/search?q=maximum number of connection vista&ie=utf-8&oe=utf-8&aq=t&rls=org.mozilla:en-US:official&client=firefox-a
