1) Tell him to branch out [the idea of only being attracted to one race is weird, and possibly may be indictiative of him having a weird fetish, who knows where that could lead?
2) Then help him get a date [of any race, but only after a success in #1]

That just sounds like he's making up an excuse. Regardless of what his personal preferences are, I doubt he would say no if an attractive girl of another race wanted to kiss him.

I don't think you should find him a girl, just encourage him to go out more, not to be shy, etc. And give some advice maybe. Also it would be a wise thing to let him know that this is not the way to approach a woman. (Did he want YOU to be his asian girl?)
