You know Arbeloa is the least gifted player of Spain and every team/media/"expert" has labeled him as Spanish weakness, but imo he has done one hell of a job all tournament.

You're right, refs often make the wrong decision. What they or you might think, while interesting, is irrelevant, it's absolutely against the laws of the game.
