Myself and a few others have created a community/practice channel for Europeans who have set their mind on learning and improving. We have players anywhere from bronze to masters, avg is probably around mid diamond - but most importantly it evolves around improving your game and enjoying the game at the same time
The channel is ultimately open for anyone who are interested in playing games, having fun and essentially building a network to help you improve.
Another thing i feel should be mentioned is that we see ourselves as a low-pressure community. We don't add requirements for activity or amount of games or finding partners to practice with or anything like that, so all that will be up to yourself.
We have a ventrilo that we use and invite some people to sometimes. It's a small sized vent at the moment (donations are accepted lols) so we don't just invite any random person to that right away.

I am very intrested, but I am wondering what the skill lvl of most people is. According to sc2ranks ur 2800 diamond, but how good are ur fellow players?

I'm also interested, I'm currently a very low rated platinum Zerg due to inactivity for a while, but I'm back and I can regularly hold my own against Diamond players.
I'm currently active and laddering, but I could really use a practice group to bounce ideas around and practice specific match-ups and builds together.

My fellow players are of lower rank than i am. I'd say they are of plat level with potential to improve.
i myself am the highest ranked player in the group in my mid-high diamond area.
i'll be adding everyone who posts themselves as interested and we can have a little chat before joining vent and whatnot.

I believe we are about to have an over saturation of protoss players and an under saturation of terran players in our group~ i will have a hard time inviting more protoss players to join us, as i will have a harder time turning down terrans.

Exactly the skill level I'm looking for. I'm online frequently. most of the time in the evenings but also in the afternoons. Rarely to none in the weekends. It would be nice if the OP would be updated with people who fit your description (good English, Ventrilo, low diamond +).

this seems like exactly what i was looking for, my only issue is with ventrillo, as i swore id never install that on my pc again as soon as mumble was released 
have you considered creating a bnet chat room as well? its nice to have a place to form a small community that can then grow. whenever im on sc2 i'm in the bronze practice chat room, its a great place to hang out, but as i'm diamond its hard to find anyone my level to practice with there, so a diamond+ version of it would be very cool

Yea, I think that a chat room to hang around in on Battlenet is a good idea. It might also be a good idea to consolidate everyone's TL.net and B.net names in the first post so it's easy to see who's in the group and to add them to your friends list.

i have been playing games with some of you today, and things have been going well.
to the people who havent yet played or talked to me, msg me ingame and we'll set something up.
the vent we use is only 10 slots as mentioned, so theres only room for so many. if we at some point need room for a player, we might ask another to leave. that doesnt mean 'dont come back', but just that we need the immediate space~
