For the bigger clubs (premier league, championship probably too?) this might not be much given how it is around 5~10% of the capacity of the stadiums. I actually wonder if they lose more money by letting in this number of folk as they now have to suddenly employ a whole lot more staff, including stewards, cleaning and hospitality. For league one and league two clubs this should be much more significant, I think, so in that sense it'll hopefully help those in the worst situations. Read somewhere that PL clubs are contemplating not letting fans in as having 5k people at the stadium means a net loss in the match day for them.

BENEVENTO, Italy (Reuters) - Juventus need to be less dependent on Cristiano Ronaldo, coach Andrea Pirlo said on Saturday after they again failed to win a league game without their talismanic 35-year-old. “It does not seem to me that the other teams where Ronaldo played were not also dependent on him,” said Pirlo following the 1-1 draw away to Benevento. “He is a catalyst of attacking moves, of goals and it is natural that when a player is as strong as he is, the team’s development is based on him. “But sometimes, it happens that he is not there and we have to improve in these matches.” Source

In that particular stand it is more than normal, tickets normally cost between £40-80 anyway but the fans disappointed as we supposedly the highest, i have no idea why they would moan though its quite clear as to why and the clubs has given so much out during this time.
