You're probably not going to be able to comfortably stream with that upstream. Like, it's possible, but you're going to have to heavily compromise video quality or your ping, and since the ping compromise basically means you can't play a multiplayer game, you're probably going to go with video quality, which means nobody is going to want to watch. It sucks, I feel your pain, my upstream is also awful.

Remember that super shit rogue draft I posted? I'm 1-1, get matched against a paladin with equality+consecrate (and he plays it on turn 6), 2+ harvest golems, silver hand knights, haunted creeper, etc. You just try and deny me the right to be mad at the RNG. My 1-3 game? Get Vol'Jin'd, np. Also 2+ Velen's Chosen, including one in combo with a Holy Nova, Azure drake, Stormpike Commando, 2+ Argent Commanders, and the topdeck Gurubashi when our boards are almost empty.
But hey! All these guys only had one win, so it's cool, all interesting arena matchmaking for RNG-buttfucked guys.

Against Paladin. I keep Illuminator in case he plays a secret since I know I have Kezan Mystic in my deck I mulligan 2 5-drops and draw another one, yay odds.
He coins minibot.
I hero power and remove the shield. He uses his hero power.
I drop Illuminator, it's the only thing I have that costs less than 5 (yay odds).
He plays another minibot he just topdeck'd and a secret, obvious avenge.
Later on I only have an Ambusher to play on turn 5, while he has the secret to drop it to 1 HP. He topdecks Exorcist.
Think I'm done for today, might as well stop that run. That guy isn't even good, he missed obvious lethal when he topdeck'd a rocketeer. Doesn't matter. Good thing I'm 1-1 on that run.
And then I'm forced to use the sabotage on a fire elemental, my only hard removal along with an assassinate, an he drops a war golem the turn after, so I just lose since I didn't draw said assassinate. Interesting.
