It's a 3/3+a healing touch. A healing touch is 3 mana, and a 3/3 is definitely above the curve for 2 mana, and bundling two cards together can also be read as a 2 mana 3/3 with effect "Draw a Healing Touch".
It's a very useful tech card for control decks against the super aggro decks: burn mage, hunter, and face warrior/rogue. Would definitely see it around in non-heal classes.
The Coghammer is stupidly good, dayum.
It's technically card efficient but its tempo is horrible, and that's honestly more important. It's the primary reason Amaz priest ran SIlence and not Owl/Spellbreaker.
Self-heals by definition are not tempo plays. The point isn't tempo, it's about keeping yourself alive against aggro.after you've retaken board control.
A healing touch after Alexstraza for instance vs Freeze Mage use to allow Ramp to win the matchup much more often.
Except it costs 5 whole mana. That's a lot. Self-heal spells are typically not worth it unless it has a good secondary benefit. Guardian of Kings is good because it comes with an almost-on-curve body. Lay on Hands is good because it refills your hand. Earthen Ring Farseer is good because it has versatility and, more importantly, is cheap. If you compare new guy to Earthen Ring, you're basically paying 2 mana for 5 health without the choice of healing your minions. That's kinda shitty (compare that to the Paladin heal).
New guy is a 3/3 for 5. You're never going to want to play it turn 5 because that's not going to do much except buy you one turn. Not to mention it's also fighting against Sludge Belcher and Loatheb for the 5 drop slot. Late game, it's still shit because it eats up over half your mana pool for nothing but a 3/3. 8 life will buy you one turn; unless you can change the board state with that single turn it's not worth it.
Yes, it costs 5 mana. But 1 card, 5 mana, for an 8 HP heal can be invaluable against burn decks, which is why you keep one as a tech card for non-heal classes like Shaman when faced with hunters and burn/freeze mages. It can put you out of lethal range of Druid combo on a critical turn, etc. YOU DON'T PLAY IT TURN 5, because it's not there for board control, but it keeps you alive and push you out of a lethal threshold.
Is Farseer a much more versatile card? Yes, but finding room for two is very difficult in most decks currently, and one farseer isn't enough when faced with burn. Also, while yes, Farseer+Holy Light=1 HP more, it's also two cards vs one card. That's also important to realize.
Again, the point is that it's a tech card, not an auto-include card by any stretch of the imagination. You play it after you've rewon board control with, for instance Shaman, and need insurance Hunter can't out-race you, or a mage can't burn you down on a critical turn or after an Alexstraza from a Warrior.
Classes already running strong self-heals (Paladin, Priest) won't bat an eye at the card. But it opens up possibilities for non-heal classes.
Also, the Rogue mech card is pretty good. Way better than the Paladin one.
There's a fine line between "tech card" aka situational and bad. Some cards are so situational they're just bad. This one falls into that category.

The fact that you can/should only play it late makes it even worse. Your opponent has much more burst turns 6,7,8,9 than they do turn 5.
Take for example a Shaman game. It's turn 8, you play lightning storm and completely wipe their board. Now you play the new guy and heal 8 and pass. The other player now has 8 or 9 mana to deal with your paltry 3/3 and play a bigger threat. Let's take your mage scenario; instead of playing this shitter, you can just play Loatheb and literally lock them out of a turn. Against a Warrior, you drop this card after they play Alexstraza; congrats you have a 3/3 and 23 life while they have an 8/8. If you've already regained board control, there are much much more efficient ways to maintain control or as insurance than a 3/3 for 5.
We'll see if this card is any good within a few months. I'm pretty sure it'll be shit.
Also, think about it. what class would possibly want this card. This is probably only going to see play in control or midrange shells if at all. Paladin and Priest have better heals. Warrior has armor. Handlock doesn't really have the deck space (what are you going to cut?) Druid has Ancient of Lore and Healing Touch. Maybe Shaman, but again, what are you replacing?

Because you're paying for a 4 mana body and 2 mana for 4 hp heal. Farseer is definitively better than Priestess.
The new card is much more interesting.
If we're going down the hypothetical route, you remove Alex since you're shaman (Hex, double lightning bolt, flame tongue, etc), and will always have Board Control vs Control Warrior (Brawl doesn't allow Warrior to really drop anything large, except turn 10 and with a Belcher or Loatheb: either way, Warrior doesn't ever have board control in that MU). So.
Against Freeze mage, 15 HP is the sweet spot for x2 fireball/frost bolt on turn 10. .Ice lance x2, frost bolt x2, and fireball x1 is also out of range for the freeze mage, since that's 20 hp.
Now, they could run Sorc's apprentice and Thalnos, which skews the math (if only Thalnos, then 21 HP), but 1 turn is for instance critical in the freeze mage matchup. You can and should play Loatheb, but again, you can't always guarantee a Loatheb draw and being able to delay another turn against freeze mage is always important (since you're racing through his ice blocks before he can kill you).

If we're talking Zoo or Hunter: by turn 8 both Zoo and Hunter should both be completely out of steam, and even so, dropping it in such a scenario is still bad. Totem+Spiders are superior a play, since again the point of the card is the 8 HP heal in a critical juncture, not to be thrown out for board control. If their hand is empty (which by turn 8 a Zoo and aggro Hunter hand should be), then it's a fine play, if not necessarily strong board control. For Shaman, Zoo is the main class where board control will go over to Zoo. Current Shaman decks more often than not are able to win board control towards turn 5-6 vs Hunter.
I remain convinced that it's a decent tech card for certain classes, and falls under the same category as MCT (which is occasionally run as a tech card). It's not a BGH-level tech card, but a tech card nonetheless.

It was run several times in tourneys (it was in Qiruo's Control Priest for Blizzcon, and I believe another Priest/Paladin ran it in Blizzcon as well though dont quote me on that), and has been run on ladder on occasion. It's not a common tech card, mind you, but a tech card nonetheless.
New card is better than MCT as a tech card, as there are certain classes that definitively benefit from it at critical junctures in various MUs. MCT is only good when losing, or vs Shaman/Zoo.

I used to be in a guild that had a bunch of ex-Marines/Police, it was used quite regularly. Usually in response to one of the leader's doing something stupid.
If you are running a number of the spell with a minion attached cards, recombobulator is an obvious choice. and 3-2 for 2 is hardly a devastating stat line in his worse case scenario.
Not sure how the Rogue card is good. Sure, it gives you a body, but if it's just for weapon attack might as well use deadly poison. At best it's a "Well I now have 4 cards to boost my weapon's attack instead of 2, higher odds on draw" card for me.
Oh. The one revealed today. Yup, it looks pretty good. Gives rogue some punch and can convert their weak cards into semi-decent ones if they don't kill by midgame. Hardest thing gonna be to keep something alive by turn 3 (esp. if you start 2nd).
