also, Korean laws against internet harassment are more harsh than in EU, so that's massive + for the Euroland too

From what I understand, this is not true. Competition between ISPs may be constricted by local governments (in no small part due to lobbying), but the speeds are completely up to the ISPs themselves. Just yesterday, there was a reddit thread about how certain ISPs were doubling (and sometimes more than that) the speeds of consumers in the area where Google Fiber is being installed/exists. The capability for the speed is there - maybe not 1gig speeds, but higher speeds than are currently provided are possible. The ISPs have no reason to provide better speeds because there's no competition for the vast majority of the country.
I agree that infrastructure is an issue due to the size of the country. However, IIRC, a decade ago, ISPs were given some ~$20 billion (this figure could be off) in government subsidies to upgrade their infrastructure. Guess what they didn't really do.
Google Fiber is proving that it is completely possible (and 100% desired) to get the infrastructure in place and speeds increased by magnitudes for a totally reasonable price. Chattanooga, TN is another example - they have municipal infrastructures for internet service, and they are getting connection speeds rivaling Google Fiber for equally reasonable pricing.

conversely the bell fibe internet i have now at home has the infrastructure to offer me much much more than am i getting but they are throttling it so they can charge me more next year for an "upgrade"

Then I guess the person I talked to that works in the ISP business off the record was misinformed. Also, I'm pretty sure there's a 0% chance of Google Fiber ever making it to me, because I'm basically living in a small village within sight of Comcast Castle.
