I honestly think Snute is the most underrated foreigner in terms of the GOAT discussion. He actually competed with them in HotS and did decent, especially against korean protoss. Other foreigners weren't really noteworthy during that time.
Zest, sOs, PartinG, Dark, and Maru are the real champs. ROOT_herO is overrated. Snute, Serral, and Scarlett are the foreigner GOATs

Stuchiu had Snute at #3 which I think is pretty much agreeable. It's unfortunate that he played during the hardest era of competition because it makes him have very few notable runs, and Snute hasn't been good enough in LotV to justify putting him over NaNiwa.

I disagree with you calling the foreign scene a joke, yes Serral is dominant so far and is favourite to win but the skill level in the foreign scene is closer to Korea than it has ever been and the overall skill level is higher than its ever been. Foreigners can't take a map off Serral because he is as good as top Korean zergs.

Many of the coolest moments in sc2 happen due to worker harassment

I've always valued decent runs in harsh times to be equal or better to great runs in good times.

Beating the current GSL and SSL champions back to back in 2015 is damn impressive. Probably more so than winning a tournament against obviously inferior opponents.

There are players who are close like Elazer and Neeb/Special/Scarlett/Uthermal when they peak. Korean Protoss are praising Elazer as their main Zerg practice partner to help them take out rogue, soO and dark. I think if we look objectively who Serral has played against so far it's not the tip top players; clem, tlo aren't even top 20 foreigners imo. I wouldn't even put kelazhur or Heromarine in my top 10 maybe others disagree

Uthermal and Special lost to Serral one-sidedly in WCS Challenger/WCS Leipzig.
Neeb and Scarlett are out of form currently.
The only one I can see beating Serral is Elazer in ZvZ.
