hm so what would I need to do to organize one? Make a thread about it, add everyone to the tournamet who's interested. Maybe Ro16 with GSL format (so groups of 4 with double elimination and then single elimination from the Ro8 onwards). Then make a SC2 group where everyone needs to join. And update the results.
Also probably find someone who can stream and cover the games. Would probably be useful to set a schedule ahead of time so that everyone who wants to join knows right from the start that he should only sign up if he actually has the time to play.
