yes (for WCG) that s why I think Luna was reused there.
Usually the maps were not updated from one WCG to the next (or rarely), despite the complaints of the referees before the tournaments and the players during it...

It is pretty safe earlier on (like vs drops like widow mine drops, and just generally pretty safe), so you usually don't loose to worse players which you can with a lot of the Protoss builds.
Also it hasn't been used a whole lot lately, so it is stronger than usual now since Terrans have to get used to it again (with lately I mean b4 this Code S season btw).
It will probably fade away again once Terran gets really good at dealing with it, and then come back once people aren't as comfortable against it anymore.
