Happy to see the deserving players going to RO16. Bbyong made too many mistakes to deserve it. He plays smart and cute but he's usually just not enough solid at this level.

Yes, if it is a WCS-partner event, it is for sure a tier-2-one, there are 25k to less for a tier 1. I'm still not entirely convinced, as the site you linked also said, that 16+ players are the requirement for WCS points.
