Most tournaments don't. There are some exceptions, like ATC, but the norm is that +2 is +2.

There was so much hype for Bomber vs Jaedong in the winners' bracket that I can only hope that Harstem denies it in the losers as well

I assumed it is, but looking at the MLG official published rules, I have no idea, because these terms have no meaning to me.
