At least open bracket gives new players a chance to break out. Of course that's rare (especially in Brazil with the expensive travel for non-SA), so the majority of qualificants will suck and games in the early rounds tend to be one sided, but it sorts itself out very quickly. It's still a good thing to keep around, imo.
