Nope Voidray player wants you to attack into a position where they can actually win an engagement, burrow won't help you there. Roaches are the only ones that are able to move and those do nothing against a Voidray army. Burrowing Hydras would just allow the Toss to sit on your army and wait for detection and get free kills.
Since Nydusing their ass off is actually hard because of warp ins, Ovi drops would do the trick to avoid a favorable position. Also you wouldn't need Hydra Speed, sine the Ovis would provide it alongside tanking damage. Though the toss base could be considered a favorable position to engage.

Mutas are almost completely useless in a fight vs void rays and the protoss player needs to make a mistake to take damage from the mutas.
