Yeah it is, I tried a couple of games a few days ago and it really is no easy feat beating good players under these circumstances for Tails, no doubt about it.
Also I was very impressed with "high bronze players" - their timings and play overall was off of course but in comparison to EU, the could be something like platin easily IMO.
