For 9th-12th place, seeding for backup spots in case them pesky asians drop out once again on the last minute or someone fails a visa. Which regularly happens for many tournaments.

We keep having dropouts at events and in the past we replaced on a "first come, first served" basis which is not really a fair way to do it.

Sorry if this is a stupid question, but how come Grubby is already qualified? I don't see any Q next to his name on liquidpedia, but I see him as a qualified player. Don't get me wrong though, I am very happy to see him qualifying, I was just wondering!

The Q stands for getting a high seed. Four players will get a high seed and the remaining three will get a low seed, seven players overall qualify.

Thanks. Perhaps next time same qualifier phase is coming then you guys could remind early on how players qualify not when its running same time.
Btw your rules pdf doesn't provide information how this system goes. Only bracket shows some random postings (but who really looks those). It would be simple to just add detailed bracket rules and who qualifies/seeds. Fanatic liquipedia editors do read these.
Like most common rule set missing (for some tournament organizers) is how group stage ranking is done etc.
