I agree that +1 shield over +3 weapons is probably incorrect, but I don't agree that skipping all shields is wrong. First upgrade is pretty cheap and for it to be worthless terran needs to carpet bomb absolutely every unit you have which doesn't always happen.

It happens a lot in late game, when the shield upgrades start to kick in. Sure +1 can be handy for colossi vs vikings, but after that it will get to a point where terran has a lot of cloack ghosts and if they fail EMPing your army it results in a win for protoss.
