The main reason it was more effective I'd say. Also, pathing is worse making it even harder to get workers out, even if there are fewer to begin with.
Also, damage is less of a factor because worker health (especially for SCVs) is higher in BW anyway. The number of ticks to kill a worker is about the same anyway.
