This isn't just a terran thing  .Although I imagine stephano knew he had to attack, he couldn't get a fourth (kept being denied by Polt, so hard to maintain a 4'th on that map as Z I feel). He was pretty gas starved and couldn't get a ton of infestors either unless I am mistaken.
